Teachers, student teachers, tutors, and aides are entrusted with the care of their communitys children, for whom they should model moral and ethical behaviors of the highest standards. The laws of the State of Oregon and the rules governing teacher behaviors pay explicit attention to the behaviors of those who work in the public schools, particularly teachers. The excerpts below illustrate the standards for behavior set for teachers and by extension, student teachers, tutors, aides, and others who work or volunteer in the schools. They are taken from the Oregon Administrative Rules, Chapter 584, Division 017 and Division 020. The Competent Educator (OAR 584-020-0010) The educator demonstrates a commitment to: Recognize the worth and dignity of all persons and respect for each individual; Encourage scholarship; Promote democratic and inclusive citizenship; Raise educational standards; Use professional judgment; and Promote equitable learning opportunities. The Ethical Educator (OAR 584-020-0035) The ethical educator is a person who accepts the requirements of membership in the teaching profession and acts at all times in ethical ways. In so doing, the ethical educator considers the needs of the students, the district, and the profession. The ethical educator, in fulfilling obligations to the student, will: Keep the confidence entrusted in the profession as it relates to confidential information concerning a student and family; and Refrain from exploiting professional relationships with any student for personal gain, or in support of persons or issue. Maintain an appropriate professional student-teacher relationship by: Not demonstrating or expressing professionally inappropriate interest in a students personal life. Not accepting or giving or exchanging romantic or overall personal gifts or notes with a student. Reporting to the educators supervisor if the educator has reason to believe a student is or may be becoming romantically attached to the educator; and Honoring appropriate adult boundaries with students in conduct and conversations at all times. The ethical educator, in fulfilling obligations to the profession, will: Maintain the dignity of the profession by respecting and obeying the law, exemplifying personal integrity and honesty; and Extend equal treatment to all members of the profession in the exercise of their professional rights and responsibilities. Human Relations and Communications (OAR 584-020-0030) The competent educator works effectively with others students, staff, parents, and patrons. The competent educator is aware of the ways the community identifies with the school, as well as community needs and ways the school program is designed to meet these needs. The competent educator can communicate with knowledge, clarity, and judgment about educational matters, the school, and the needs of students. The competent teacher demonstrates: Willingness to be flexible in cooperatively working with others and Skill in communicating with administrators, students, staff, parents, and other patrons. 鶹 students who work in public and private schools must demonstrate the attitudes and actions of a teacher, rather than those of a college student. For all 鶹 students, the standards for the ethical educator set forth in the Oregon Administrative Rules should be their guide. You are expected to: Dress professionally at all times. This means that you should NOT wear clothing that reveals any midriffs or cleavage, distracting clothing, jewelry, piercings or flip-flops. Embody the characteristics of good citizenship. Avoid personal fraternization and inappropriate relations with public school students. Refrain from public displays of behavior that are inappropriate for a professional, including alcohol or substance abuse or rowdy behavior. While these may be tolerated on a college campus, they do not constitute ethical behavior. Maintain the confidentiality of student information for those students with whom you work, and also the confidentiality of school-related business. Direct any criticism of school programs or personnel only to proper authorities, first seeking advice from 鶹 advisors. Be particularly aware of the laws governing plagiarism, and avoid inappropriate use of materials, either printed or on-line, which are not your own. Read the personnel handbook for the school district in which you are placed and abide by its policies. Not use school computers for personal business, such as personal email or web searching. All Internet access must be based upon school Internet policy and be appropriate to the age level of the students. Students should be aware that reports of unprofessional conduct will be reviewed by the school administration and the faculty/staff of the Education Department.
